- NSW To Spend $70 Million And Speed Up Shovel-Ready Projects

NSW will spend $70 million to fund housing infrastructure in Sydney’s north-west and will fast-track significant developments, rezonings and development applications in an effort to stimulate the economy.
The co-funding to be used on tasks such as bulk drainage works, roads and public parks would allow already-approved housing developments to get started, under plans to accelerate a range of projects and create as many as 30,000 jobs over the next six months.
The new plans to be announced by Planning and Public Spaces Minister Rob Stokes on Friday follow an earlier decision to extend construction hours to weekends and public holidays – similar to changes announced in Victoria by the City of Melbourne – to mitigate some of the loss of productivity incurred by social distancing requirements on building sites.
While COVID-19 restrictions have shuttered many industries and sent workers home, construction – which directly employs one million people – has been allowed to keep functioning by state governments and they are counting on it to keep their increasingly anaemic economies alive.
“The new projects coming the down the system are slowing down but that gives an incredible opportunity to churn through the ones we currently have,” Mr Stokes told The Australian Financial Review on Thursday.
Changes to be announced under the so-called planning system acceleration program would also give the Minister more scope to make more decisions to allow projects to go ahead.
The state government will appoint two more acting commissioners to the Land & Environment Court, a superior court that deals with planning and other matters, to clear the current backlog of cases.
The program will also help councils and planning panels to fast-track local and regionally significant development applications and introduce a “one-stop shop” for industry to progress projects that may be stuck in the system.
“We are fast-tracking assessments to keep people in jobs, boost the construction pipeline and keep our economy moving,” Mr Stokes said.
“Our economic recovery will in many ways be longer and harder than the health one and it’s essential we do everything we can now to keep our State moving forward and allow work to continue wherever possible in line with the best medical advice.”
Treasurer Dominic Perrottet said the property and construction industry employed one in four people in the state.
“In the past six months alone, the NSW government has approved projects and rezonings worth more than $15 billion and created more than 24,000 jobs across the state – that trend must continue as we move through this crisis,” he said.

I write with this further updated submission in response to your request for Urban Taskforce members to provide a list of “shovel-ready” projects that have been caught up in the any area of the NSW planning system, that could assist with getting the NSW economy through the COVID 19 economic recession and the post virus recovery.
Please discard previous versions of this document.
This list represents a consolidated set of projects. As discussed with you, we have been overwhelmed by submissions from our members. There is clearly significant pent-up frustration with the extent of the slowdown in the NSW planning system over the past two years.
The COVID 19 induced slow-down is an opportunity to push through some important economy saving reforms. This is a chance to re-set the mind-set and get our planning system focused on economic growth, employment and housing supply.
We have roughly categorised our projects into a three-tier ranking system.
Ranking A – projects which a currently stuck in the planning system and if the problem identified was resolved or cleared, the project could be started within 6 months.
Ranking B – projects which could start on the ground in 6-12 months and be a significant contributor to a post virus pipeline of economic and construction activity.
Ranking C – projects which have merit but have been substantially delayed (often at PP stage) and require some concerted effort to free up to deliver a substantial pipeline of work. These projects could start on the ground in 12-24 months and also be significant contributors to a post virus pipeline of economic and construction activity.
The Urban Taskforce would like to thank you for the opportunity to contribute to this important process. We also acknowledge the work you have done to highlight the need for planning reform.
